STOCKTON, San Joaquin County — October 23, 2026. Stockton homeowners evaluating a backyard dwelling can consider city-provided pre-approved designs, but the phrase permit-ready has important limits. The City of Stockton’s official Accessory and Junior Accessory Dwelling Units guide, updated in 2026, says pre-approved designs are available while Planning Department review for the specific property is still required.
Why preapproval is not an address-specific permit
A standard design may already satisfy a subset of building-plan criteria. The city still has to determine whether the proposed unit can be placed on a particular lot and whether additional city requirements apply. Owners should check property boundaries, utility connections, setbacks, fire access, drainage and work around existing structures before treating a generic floor plan as a complete project budget.
ADU or junior ADU?
Stockton provides information on both Accessory Dwelling Units and Junior Accessory Dwelling Units. An ADU may be a detached or attached independent dwelling; a junior ADU is generally created within a qualifying existing or proposed residential building and has different state rules. The type matters because unit layout, kitchen facilities, permitted conversions and occupancy-related requirements may be different.
What does “free” really mean?
A municipality’s design drawings may be available without the typical private architectural-design charge, but that does not mean the owner receives construction, engineering, utility hookups, all permits or the land-use approval for free. Stockton’s official program materials describe its preapproved plans as permit-ready drawings; owners should ask the city’s Permit Center for the current edition and any additional forms or fees before paying a contractor. A plan from an older code cycle may need updating for current standards.
Before seeking contractor bids
Ask whether the city’s Planning Division needs any property-specific review, which exact pre-approved drawing is being used, who has the license to modify it, what site plan is required and whether water, sewer and electrical upgrades affect cost. When a seller advertises a single “ADU installed price,” ask if foundation, grading, project management, permits and inspections are included. Keep a contingency budget and compare qualified bids.
